Is using a work phone and the internet for personal purposes forbidden (haram), and if so, what is its expiation?

We have previously clarified the permissibility of an employee using work tools if the employer grants permission. If permission is not granted, it is not permissible. Whoever does so must repent to Allah. If this use results in the loss of funds, they must be returned, or the employer must be absolved of the matter.
