What is the ruling on water splattered from washing away an adhering impurity, such as toothpaste contaminated with blood?

Scholars differ regarding the ruling on water that has separated from an impurity without being altered by it. The Malikis and some Hanbalis consider it pure, while others deem it impure. It is stated in Sharh Khalil that rinse water that has been altered is impure, whereas that which has not been altered is pure, and its remaining wetness does not matter, as it is part of the pure separated water. The Maliki madhhab is the preferred view because it is more lenient for people.
