Should one first pay off one's debt, or lend to one's brother from the money saved to pay off the debt?

We believe you should hasten to pay off your debt because your own self is more deserving of your effort to benefit it and clear its liability. Also, paying off a debt takes precedence over giving charity and lending to others.
