To what extent is the hadith "Whoever deliberately lies about a dream should take his seat in Hellfire" authentic?

The aforementioned hadith was narrated by Imam Ahmad from Ali (may Allah be pleased with him) that the Prophet (peace and blessings be upon him) said: "Whoever deliberately fabricates a dream, let him take his seat in Hellfire." Shu'ayb al-Arna'ut said about this hadith: "Hasan li ghairihi" (good due to external corroboration), and its chain of narration is weak due to the weakness of Abd al-A'la al-Tha'labi.
