It is not permissible to join a college that requires shaving the beard, except in cases of dire necessity. A Muslim must change evil according to their ability. If you see people stealing from that house, you must stop them. If you cannot, then threaten them with reporting them. If that does not work, then report them to the competent authority. If you know that they have rights with the house and are unable to obtain them through normal means, then they may obtain them through other means. You are not to prevent them unless they intend to take more than their due.
