Is it permissible to lend out the mosque's tools and necessities, such as a ladder, to the people of the town?

The lending of mosque tools and accessories must take into consideration the condition of the endower. If the endower permitted their lending and there was no harm to the tools, then it is permissible. Otherwise, it is not, because the condition of the endower, if it does not contravene the Sharia and does not cause harm to the endowment or its beneficiaries, must be followed.
