What is the ruling on donating money from the mosque to those in need?

The funds and tools of a mosque may not be disposed of as long as the mosque is in need of them. If the mosque no longer needs them, they should be given to another mosque. They should not be given to the poor and needy as long as there are mosques that need them. It is not permissible to use the mosque's mats or carpets outside the mosque, and using them for weddings is among the worst of abominations. If the designated purpose of the endowment (waqf) stipulated by the endower becomes impossible to fulfill, the funds should be spent on a similar purpose. If no equivalent purpose exists or it is difficult to spend on it, it is permissible to spend them on the poor and needy. This is similar to the clothes of the Kaaba, which, when worn out, are sold, and their price is spent in the way of Allah and for the poor.
