Is failure resulting from negligence preordained like success, or is a person responsible for it?

Everything that happens in the universe is by Allah's decree, and this includes shortcomings and success, as stated in the Hadith: "Everything is by measure, even incapacity and intelligence." Although shortcomings are decreed, the one who falls short is responsible for them and is blameworthy, because Allah blames incapacity. The believer is commanded to take the necessary means and to rely upon Allah. So, whoever falls short in taking the commanded means is blameworthy. Therefore, one must rectify what has passed, strive diligently, and take the necessary means while relying upon Allah.
