And what is the ruling if the Turkish government permits him to take these monies or does not permit it? And what is the ruling on the monies he has already taken if the work is unlawful?

It is permissible to work as a broker between an individual and an entity that requests identification documents, and to take money in exchange for that, as long as the work does not involve deceit, fraud, violation of government regulations and laws, or the payment of a forbidden bribe. Otherwise, it is not permissible.
