What is the ruling on one of the public sector employees participating in private contracting projects that he brings in and you execute, and what is the form of this partnership if he does not have capital?

There is no harm in two or more people sharing in a work when they have no capital, so they share with their bodies. Or, one of them undertakes a work with his own responsibility and tells the other: "I will undertake it, and you will do the work, and the wages will be split between us." This is permissible because undertaking work necessitates guarantee and entitles one to profit, similar to the work of a mudarib (profit-sharing partner), and both are obligated to perform the work. If one of the partners is an official or a sector manager, he acts as an agent for the projects, and it should be considered whether it is permissible for him to purchase for himself.
