Is it permissible to give Zakat al-Mal (charity on wealth) to help an unmarried sister prepare for marriage while her father is alive?

Paying Zakat to a poor sister is permissible, especially if she is in need and her father does not spend on her, and her marriage depends on her preparation. In this case, it is permissible to give her from Zakat funds what she needs for her preparation, even if her father is alive.
