What is the ruling on one who missed the Dhuhr prayer and upon whom the 'Asr [time] arrived without an excuse?

Whoever deliberately or inadvertently misses the Dhuhr prayer and the time for the Asr prayer enters, he must pray Dhuhr first, then Asr.
