Is it permissible for a Muslim to engage in Riba (usury/interest) in a society based on Riba?

Dealing with usury is not permissible, even if society is built upon it, due to the generality of the texts that prohibit usury. A Muslim must change evil to the best of their ability, and if they cannot, then they must distance themselves from that society.
