Can the debt of a deceased person who did not pray or fast be paid off, and does that include what he used to put in his mouth of شبه التبغ (a tobacco-like substance)?

Neglecting prayer and fasting are grave transgressions, and their perpetrator is in great peril. However, one who abandons them out of laziness, not out of denial of their obligation, is not considered an apostate according to the majority of jurists; rather, he is a disobedient Muslim. It is permissible to give charity on his behalf and supplicate for him, and he will benefit from that. It is also permissible to repay his debts to absolve his responsibility, and you will be rewarded for all of that. Allah Almighty says: "So whoever does an atom's weight of good will see it. And whoever does an atom's weight of evil will see it."
