Is it permissible for a man to give charity from his wealth to his poor brother who has no income?

Giving voluntary charity to a needy brother is more deserving than giving it to others, as the Prophet, peace and blessings be upon him, said: "Charity given to the poor is charity, and charity given to a relative is two: charity and upholding ties of kinship." There is also no impediment to giving a brother from his brother's obligatory Zakat money if his maintenance is not obligatory upon him.
