Does the fear and anxiety of employees about the sermon permit them to pray Dhuhr instead of Jumu'ah?

If the fear of losing one's job and the fear of hardship in finding another job are legitimate justifications, then it is considered an excuse for not attending Friday prayer (Jumu'ah) and congregational prayers (Jama'ah). In such a case, whoever misses them should pray Dhuhr (noon prayer). However, if there is no legitimate justification for the fear, such as shyness from establishing Friday prayer in non-Muslim lands, or the possibility of working elsewhere in a place that does not prevent performing prayers, then missing Friday prayer is considered a sin. Being an ordinary person is not considered an excuse, and an ordinary person must ask people of knowledge about matters of their religion that are unclear to them.
