Is it permissible for a Muslim to say, "Our Lord, You did not create this in vain; glory to You, then spare us the torment of the Fire" upon seeing the sea?

There is no harm if a Muslim, upon seeing the sea and contemplating God's creation, supplicates with the noble verse: "Our Lord, You did not create this in vain; exalted are You [above such a thing]; then protect us from the punishment of the Fire." This is because Allah described those of understanding as contemplating the creation of the heavens and the earth and supplicating with this supplication.
