Is it permissible to draw for prizes worth one million Saudi riyals offered by a newspaper that features the minaret and dome of the Prophet's Mosque, while the draw itself includes dancing and music?

This is a great evil and a desecration of the Prophet's Mosque. It is obligatory to condemn it with one's hand; if unable, then with one's tongue; and if unable, then with one's heart, which is the weakest of faith. Those in charge of Al-Madinah newspaper and satellite channels should fear Allah in what they present and display to Muslims, for Allah will question them about it.
