There is no harm in settling a loan with a loan from another party, and this is not considered the forbidden "overturning of a debt" (qalb al-dayn) if the financier and lender in the second debt is not the same as the owner of the first debt. There is also no objection to taking out new financing from the bank afterwards to benefit from it or settle debts, provided that the financing is Sharia-compliant.
