What should one do if they try to prevent an evil, but then encounter problems with police departments?

Enjoining what is right and forbidding what is wrong is one of the great rites of Islam and a communal obligation (fard al-kifaya), incumbent upon whoever is able. Islamic law has established levels for forbidding wrong according to one's ability: with the hand, if unable, then with the tongue, and if unable, then with the heart, which is the weakest form of faith. Forbidding with the heart means hating the wrongdoing and feeling sorrow and distress for being unable to change it. If a person is unable to change the wrong, but can leave the place where Allah is being disobeyed, then it is obligatory for them to leave it, and in this case, heart-based disapproval alone is not sufficient.
