How can Muslims pray for and bury Muslims in a town whose people are Muslim and non-Muslim and have intermingled?

If Muslims mix with disbelievers and cannot be distinguished, then all of them must be washed, shrouded, and prayed over, because praying over Muslims is obligatory, and this obligation cannot be fulfilled except by praying over all of them. Then they are buried in Muslim cemeteries if it is not possible to bury them separately, because Islam is supreme and nothing is supreme over it. This is the view of the majority of scholars, such as Malik, Al-Shafi'i, and Ahmad.

As for Abu Hanifa, he holds that one should not pray over them unless the Muslims are more numerous.
