Is it permissible to wait to perform the Hajj obligation via lottery, in order to avoid paying extra amounts to tourism companies, given the ability to provide the difference from non-essential expenses?

Hajj is one of the pillars of Islam, obligatory immediately upon the able-bodied once in a lifetime. Ability includes physical health and financial capacity exceeding basic expenses. Currently, the restrictions on the number of pilgrims allowed from each country may affect the legal ability. Thus, whoever's age does not qualify him or whose name does not appear in the lottery is not considered able, unless he possesses another permissible means.

If the questioner possesses sufficient money for a tourist Hajj without affecting his family's expenses, then he is able and must hasten to perform it, because he may lose physical ability later, or obstacles may arise, or the costs of Hajj may increase in the future. The Prophet, peace and blessings be upon him, commanded hastening to Hajj and clarified that obstacles may arise.
