Is it permissible to postpone Hajj for someone who possesses sufficient funds for it but is in need of them?

Financial capability includes possessing the funds for travel and return, these funds being in excess of the expenses of those whose maintenance is obligatory upon him, and being surplus to basic needs, legitimate expenditures, and debt repayment. So, if someone is in debt and his wealth is insufficient for both Hajj and debt repayment, he must first repay the debt. His obligation for the debt remains even if the creditor permits him to perform Hajj. As for legitimate expenditures, they are what the has approved without extravagance. Basic needs are what a person needs and finds it difficult to do without, such as books of knowledge, an essential car, tools for a craft, and the need for marriage. If the funds are surplus after settling debts, legitimate expenditures, and basic needs, then Hajj becomes obligatory.
