What is the ruling on the Hajj of one who is in debt and does not know when he can pay it off, even though he is working diligently to do so?

If a Muslim has immediate debts that he cannot afford to pay, nor can he afford the expenses of Hajj, then he must prioritize paying off his debts and should not perform Hajj. This is because Hajj, in this situation, is not obligatory upon him due to lack of ability, whereas settling debts is an obligation and a right of others. This is unless the creditors grant him permission to travel for Hajj before repayment. However, if the debts are not immediate or are installment payments, and his travel for Hajj will not affect their repayment, then he must perform Hajj if he has not yet performed the obligatory Hajj (Hajjat al-Islam).
