What is the ruling on the liquid that exits from the urinary opening after performing istinja' (ablution after defecation or urination), and does it necessitate performing istinja' again, repeating ablution (wudu'), and changing clothes?
The discharge from the male organ is impure (najis) and nullifies ablution (wudu'). If its discharge is continuous, such that one does not find sufficient time to perform prayer with complete purity, then it is considered سلس (salasil, urinary incontinence or chronic discharge). In this case, the male organ should be washed, a cloth should be tied around it, and ablution should be performed for each prayer after its time has entered. Any subsequent discharge does not matter, and it suffices to purify the clothes. If purifying them is difficult, one may pray in those clothes. The Hanbalis permit combining prayers for someone afflicted with chronic discharge. However, if there is sufficient time, the discharge should cease, then the clothes should be purified, ablution performed, and the prayer offered.
