Does the reward for praying Fajr in congregation, followed by remembrance and two rak'ahs, being equivalent to the reward of a complete Hajj, equal the reward of someone who undertakes the journey for 'Umrah and performs it in full?

One who acts upon a hadith is not equal to one who journeys and performs the rituals. The pilgrim surpasses in reward due to the expenses he incurs, the virtuous stands he takes, and the fatigue and striving he endures, in addition to drinking Zamzam water, supplicating in places where prayers are answered, and performing prayers that are multiplied in the Haram. The Prophet, peace and blessings be upon him, said to Aisha: "Your reward will be in accordance with your exertion and expenditure." And in the hadith: "No camel of a pilgrim raises a leg or lowers a hand but Allah Almighty writes for him a good deed, or erases a bad deed, or raises him a degree thereby." And in the hadith: "Zamzam water is for what it is drunk for."
