Is it permissible for a wicked brother to prevent his sister from marrying out of greed for money?

If the woman's guardian is immoral and prevents her (from marrying a suitable man), his guardianship is forfeited. The woman has the right to take her case to the Sharia judge to marry her off, for the judge is the guardian of whoever has no guardian.
