Is it permissible for the younger brother of her sibling to arrange the marriage contract for her, given the father's refusal to marry her off after a dispute over property ownership?

It is forbidden for a guardian to prevent his ward from marrying a suitable man whom she has accepted. If he does so, the guardianship transfers to the next in line among the agnates, such as the brother. In this case, the Sharia judge can compel him to marry her off; if he refuses, the guardianship transfers to the brother. If a Sharia judge is not available, the brother is permitted to marry her off. This is not considered disobedience to the father; rather, it is a legitimate way for a woman to marry. If there are multiple guardians of the same degree, any one of them may marry her off, including the younger brother.
