It is not permissible to buy or sell discount cards or vouchers due to the element of (excessive uncertainty) and (gambling) involved. A ruling prohibiting them was issued by the Islamic Fiqh Council of the Muslim World League, and a from the Permanent Committee for Scholarly Research and Ifta. This was also the fatwa given by Sheikhs Ibn Baz and Ibn Uthaymin.

The matter becomes worse and more akin to gambling if the customer loses their remaining balance on the card after a specified period. The full details of the card should be clarified to rule on it, such as the price of the card, the mechanism by which the operators profit, and the benefit of the digital currency used.
