If the state distributes zakat to those who are eligible through a zakat system, then paying it to the state is better, as it possesses information about the poor. However, if one is certain that the state does not disburse the rights as required, then it is not permissible to pay zakat to it, because that would be assisting in injustice. If the zakat payer knows of individuals who do not receive their rightful share from the state, then a portion of the zakat should be set aside for them, to be paid directly to them.
