The answer

The rule is that every loan that draws a benefit is usury (riba). So, if a bank lends an amount and stipulates an increase, or imposes a penalty for delay, this is forbidden usury. However, if a charitable organization provides an interest-free loan (qard hasan) and takes fixed fees for services, which do not vary with the amount or duration of the loan, then this is permissible. What some banks do, by imposing a small percentage on the borrowed amount, is a circumvention of usury. You must fear Allah and beware of usury, and seek alternatives such as leasing, for whoever gives up something for the sake of Allah, Allah will compensate him with something better.
