What is the ruling on someone who woke up late for the Dhuhr prayer and found himself in a state of ritual impurity (junub) and was unable to perform ghusl and catch the prayer, so he missed it and it became a missed (qada') prayer?

A person must take the initiative to perform ghusl from janabah (ritual impurity), even if they know that using water will cause them to miss the prayer time. Once they complete their purification, they should pray what they missed as a qada' (makeup prayer). They should not perform tayammum (dry ablution) in order to catch the time. If the prayer time passes, they are not considered sinful, based on the saying of the Messenger of Allah, peace and blessings be upon him: "There is no negligence in sleep; negligence is only in wakefulness. So, if one of you forgets a prayer or sleeps through it, let him pray it when he remembers it."
