Is it permissible to act upon what some jurists have allowed and others have forbidden concerning modern issues for which there is no explicit religious text?

When scholars differ on an issue for which there is no explicit text, a Muslim should follow what they deem to be closest to the truth and evidence, or they should emulate the most knowledgeable and pious scholar. If nothing becomes clear to them, they should adopt the most cautious approach to resolve the difference. Not all disagreements are valid, except those that have an acceptable scholarly basis.
