Is it permissible for my brother's company, which is experiencing financial hardship and there are no non-usurious banks in its country, to resort to the usurious bank guarantee option (the second solution) to complete a government deal, knowing that not providing this guarantee will lead to the cancellation of the deal and the confiscation of the initial financial guarantee?
