Are there regions in the world where prayer times do not change?

Prayer times are linked to the sun's movement, and there is no place where the sun does not set and these times remain constant. Scholars have differed on estimating prayer times in lands where the sun barely sets. Some said they should be estimated according to the closest moderate lands, while others said according to the times of Mecca and Medina. If life were to be found in regions where the sun never sets or never rises, their inhabitants would be commanded to estimate the prayer times based on the closest moderate lands or the lands where the [Islamic] law was revealed, and their prayer times would vary accordingly.
