What is the ruling on someone who says, "You are divorced, if God wills"?

Scholars have differed regarding the case of one who suspends his wife's divorce upon the will of Allah Almighty. Some of them held that the divorce becomes binding, citing what was narrated from the Companions regarding the permissibility of making an exception in everything except manumission and divorce. While others held that it does not become binding, basing their argument on the Prophet's (peace be upon him) hadith: "Whoever swears an oath and says, 'If Allah wills,' will not break his oath." The most preponderant view is that there is no explicit proof for either side, and it is more prudent for a Muslim to consider the divorce binding, in order to avoid disagreement.
