What is the ruling regarding a man's statement to his wife: "By Allah, I will divorce you, whether it takes a long time or a short time"?

Divorce becomes binding if an explicit and immediate pronouncement is made. If the word 'divorce' is uttered with the intention of an oath, meaning the wife will be divorced in the future without a specified time, then either she is divorced with a single pronouncement and you expiate your oath, based on the Prophet's (peace be upon him) saying: "Whoever takes an oath and then sees something better than it, let him do what is better and expiate his oath," or she is not divorced unless you fulfill what you swore upon. The former is preferable: expiate the oath and do not divorce her. In these matters, one should refer to the Sharia courts. It is advised to avoid anger and not to hasten in uttering divorce.
