What is the ruling on divorcing a wife in the aforementioned cases, and does a divorce occur by saying "you are divorced" at a time of anger and with the intention of commenting on an action?

The fatwa is that a divorce oath takes effect upon breaking it. This is the opinion of the majority of scholars. However, Sheikh al-Islam Ibn Taymiyyah holds that the ruling on a divorce oath not intended to effect divorce but rather for threat is the same as an oath by Allah, requiring an expiation for an oath, and divorce does not occur. The preponderant view for us is that the husband's intention is considered in what the divorce is conditioned upon, such as if he intends his wife to leave the house at a specific time.
