Is it permissible to withhold payment for an entire month's rent as a way of recovering what was overpaid on the daily rent, given that the overpayment resulted from manipulation by the person in charge of the housing?

This issue is known as "triumphing over injustice." If the housing official unjustly increases the rent, some scholars have permitted taking what is due without causing harm or scandal, while others have disliked it, acting upon the hadith: "Return the trust to the one who entrusted it to you, and do not betray the one who betrayed you."
