Is it permissible to give Zakat to one's divorced stepdaughter whose ex-husband does not provide for her, given that the one giving the Zakat is her stepfather?

It is permissible to give zakat to your poor or indebted daughter, even if the one giving the zakat is your husband, because he is not obligated to financially support her. Giving zakat to a needy relative is better, as the Prophet, peace and blessings be upon him, said: "Charity given to the poor is charity, and to a relative it is two: charity and maintaining kinship ties." It is a condition that the relative is not someone whose financial support is obligatory upon the zakat giver.
