The answer

The majority of scholars hold that zakat is obligatory on the principal amount of wealth if it reaches the nisab and a full year has passed over it, regardless of whether its owner is rich or poor. The Hanafis, however, made an exception for wealth saved for essential needs. The majority view is that the richness obligating zakat is the ownership of the nisab, while the richness preventing one from receiving zakat is the presence of sufficiency. In contrast, the Hanafis believe that the definition of richness is the same in both cases. The preponderant opinion is that of the majority, and accordingly, paying zakat is obligatory if the wealth reaches the nisab and a full year has passed over it. This does not preclude the permissibility of receiving zakat if the person is eligible for it.
