Is it permissible to sell building materials to a friend at a price higher than the government-subsidized purchase price, knowing that he does not have a license to purchase materials at the subsidized price?

If the state sells building materials at a price lower than the market rate to those who hold a building permit, without additional conditions, then the permit holder is allowed to sell what they purchased for a higher price to make a profit, as there is no deception, fraud, or lying involved. However, if the state stipulates specific conditions when selling to safeguard the public interest, then these conditions must be adhered to, based on the Prophet's (peace be upon him) saying: "Muslims are bound by their conditions."
