Is money earned from buying building permits at a nominal price, then obtaining worker visas based on them and selling these visas at prices lower than the market rate, permissible or impermissible (halal or haram)?

Selling visas is impermissible, regardless of whether their price is low or high, because they fall under contracts of facilitation (irfaq), not exchange (mu'awadah). Furthermore, it involves violating laws regulating labor. The Permanent Committee has issued a fatwa prohibiting the sale of visas due to the deception and fraud it entails against state regulations and the illicit acquisition of wealth. They cited the Almighty's saying: "And do not consume your properties among yourselves through falsehood, and do not present it to the rulers." Therefore, the price of the visa and the percentages taken from workers are unlawful earnings that must be disposed of by spending them on charitable and good causes.
