Is it permissible to adopt the fatwa of Sheikh Ibn Jibreen that permits the recruitment of laborers and agreeing with them upon a percentage of the profit in construction work, knowing that there are other fatwas that prohibit that, and considering this a permissible difference of opinion among scholars?

Selling visas is impermissible in Islamic law, as it involves lying and defrauding systems, and unlawfully acquiring wealth. Therefore, the price of visas and the percentages taken from workers are illicit gains. The money obtained from selling visas must be disposed of by spending it on charitable and good causes. The money taken from workers must be returned to them if possible, or given in charity on their behalf if they cannot be identified or reached. One must repent from this act and not return to it.
