The answer

Investment certificates issued by usurious banks are forbidden due to their inclusion of usury (riba) and gambling (maysir). The guardian of a minor must withdraw the funds invested in these certificates and their forbidden returns, and repent to Allah.

The principal capital paid belongs to the minors, as Allah Almighty says: "And if you repent, you may have your principal – [thus] you do not wrong and you are not wronged." (Quran 2:279). As for the forbidden returns, the minors do not own them, and the guardian must spend them on charitable causes and for the benefit of Muslims.

Zakat is obligatory on the principal capital of these certificates if the share of each minor reaches the minimum threshold (nisab) and a full year (hawl) has passed.
