Is money earned from a scholarship that was reinstated based on a forged medical report permissible or impermissible?

A Muslim must repent, seek forgiveness, abandon lying and false testimony, and not unlawfully take public funds. If possible, these funds should be returned, or given as charity. However, if one is poor and in need, then sincere repentance, regret, and a firm resolve not to return to such acts are sufficient.
