How can Caliph Muawiyah ibn Abi Sufyan be evaluated through his deeds and contributions (positive and negative) to the Islamic State?

Mu'awiyah ibn Abi Sufyan embraced Islam in the year of the Conquest (of Mecca). He was among the best in his Islam and conduct, and was never accused of hypocrisy. He witnessed the Battle of Hunayn and was included in the Quranic promises to the sincere believers, such as His (Allah's) saying: "Then Allah sent down His tranquility upon His Messenger and upon the believers," and "But to each Allah has promised the best [reward]." He was among the early pioneers of Islam, and his struggle (jihad) with the Prophet, peace and blessings be upon him, was steadfast. He was trustworthy and used to write down the revelation. 'Umar ibn al-Khattab appointed him due to his courage and his Islam. Scholars have agreed that he was the best of the rulers of the Ummah, and that his rule was one of mercy.
