Is a woman's refusal to perform Hajj in order to marry off her children and complete the building of their house religiously justifiable, and is her Hajj more important than her children's marriage?

Scholars have differed regarding whether a son's provision of Hajj means for his father makes the father capable, thus obligating Hajj upon him. The majority of scholars hold that Hajj is not obligatory upon him in this case, whereas the Shafi'is consider it obligatory. Consequently, there is no blame upon the mother for delaying her Hajj to allow her children to build their home. Prioritizing marriage for someone who fears hardship is more deserving than enabling the mother to perform Hajj. If there is no one who fears hardship, then one should consider which of the recommended acts is most preferential according to the family's circumstances.
