Zakat is obligatory on borrowed money if it reaches the nisab (minimum threshold) and a hawl (lunar year) passes while it is in the possession of the borrower. However, if the borrowed money is spent during the hawl, then no zakat is due on it, unless it was used to purchase trade goods, in which case zakat is paid on the trade goods when the hawl completes. Regarding debt owed to the bank, if there are equivalent assets of personal use (‘urud al-qinyah) offsetting it, then the borrower pays zakat on what is in their possession. Otherwise, the debt is deducted from the wealth on which zakat is obligatory.
