Is it permissible for someone who believes that iʿtikāf is exclusive to the Three Mosques to perform iʿtikāf in a mosque, seeking Laylat al-Qadr, while being a wicked oppressor?

First: The unjust and disobedient person must sincerely repent and change his state to one of justice and obedience.

Second: I'tikaf is valid in all mosques, and is not limited to the three mosques.

Third: There is no sin upon one who imitates those who say that I'tikaf is not valid except in the three mosques, for him to remain in the mosque during the nights of the last ten days. For his sitting therein for worship is a virtue, and the angels continue to pray for him as long as he is in his prayer place, and he is considered to be in prayer as long as he awaits it. Moreover, mosques are the houses of Allah, and Allah honors their visitors, and one benefits from this by dedicating oneself to the worship of Allah.
